Meeting with the President of the Constitutional Court of Kosovo

This meeting was part of a study visit to French jurisdictional institutions by the Constitutional Court of Kosovo, aimed in particular at preparing an application for membership of the Association of Francophone Constitutional Courts (ACCF).

The meeting provided an opportunity to discuss the role of the Court of Cassation as a filter judge in matters of priority questions of constitutionality, as well as the influence of the European Convention on Human Rights and the case law of the Strasbourg Court on French judicial practices and case law. In this respect, the President of the Constitutional Court of Kosovo recalled the international dimension of the process of building the Kosovar State and its legal system, which is reflected in particular by the direct applicability of international conventions in the national order, and especially the European Convention on Human Rights. Recalling the recent nature of the creation of the Constitutional Court of Kosovo, and of the country more broadly, the President also underlined the importance of comparative views and the efforts made in this respect by the Constitutional Court to access French judicial practices.

At the end of their meeting, the First President and President Caka agreed to deepen the exchanges between the two institutions on subjects of common interest, in particular with regard to the interpretation and application of the European Convention on Human Rights in civil and criminal cases.
