Colloquium of the Network of the Presidents of the Supreme Judicial Courts of the European Union

From 13 to 15 October 2022, Mr First President participated in the annual colloquium of the Network of the Presidents of the Supreme Judicial Courts of the European Union, which took place in Brno in the Czech Republic, at the invitation of the President of the Supreme Court of the Czech Republic, Mr. Petr Angyalossy.

The Network of the Presidents of the Supreme Judicial Courts of the European Union, created in 2004 at the initiative of the First President Guy Canivet, brings together, once or twice a year, the heads of the Supreme Courts of the States of the European Union and thus contributes to the reinforcement of the relations of the Court of Cassation with its counterparts of the European Union.

The colloquium titled "Judicial ethics, disciplinary procedures and responsibility of judges" and "How can supreme courts contribute to public confidence in the judicial system" allowed the presidents of the supreme courts to exchange views on disciplinary procedures within their jurisdictional system. These exchanges made it possible to compare the different systems and procedures in the various countries. The presidents then discussed the innovative ways used to make justice more readable, particularly in the drafting of its decisions, and more accessible, particularly through better communication between the courts. In spite of the different organizations of the courts, these works enabled to identify the common challenges faced by the supreme courts in terms of the citizen's confidence in justice and thus of adherence to judicial decisions and legal certainty.

This meeting was an opportunity for the Court of Cassation to share its experience in these areas, and in particular the recent reforms in the drafting of judgments and the development of enhanced reasoning, as well as the recommendations made by the Commission Cour de cassation 2030 to bring justice closer to the citizen.

The Network's General Assembly also met on this occasion and voted to grant associate membership to the Supreme Court of Iceland and observer status to the Supreme Court of Ukraine. The arrival of these new partners will undoubtedly reinforce the exchanges and questions between courts.
